Michigan Senate Bill 40 – border employees: This new law will allow businesses in border counties to count employees who live in other states as a “qualified new job” for taxpayer incentives through the Michigan Business Development Program.

The legislation was sponsored by state Senator Dale Zorn, a Monroe County Republican.

Border county businesses advocated for this change in the definition of “new jobs” because it’s common for a business in Monroe, Coldwater or Niles to employ residents from Ohio or Indiana who commute across the border each day and are still subjected to Michigan’s state income tax.
